SAC enacts new Political Parties Registration Act

The State Administration Council of Myanmar has enacted a new law for the registration of political parties as the Law No. 15/2023 on January 26.

The former #Political_Parties_Registration_Act promulgated by the State Peace and Development Council under the Law No. 2/2010 has been abolished.

According to the new law, national-level running parties will have to organize at least 100 thousand members and have to deposit Kyat one thousand lakh at the Myanmar Economic Bank. What is more, such national-level running parties will have to open the offices at least in half of all constituencies/ townships as a nationwide scale within six months after the Union Election Commission approves the registration of the party.

Myanmar has a total of 330 townships. Therefore, is meant to open at least 150 offices for the nationwide scale.

“It’s a bit rigid. I mean it isn’t matter that the national-level parties will have to organize 100,000 party members and deposit 1,000 lakh of kyats at the MEB. But the provision to open at least 150 offices as a nationwide scale isn’t possible,” an observer in the political sphere said.

On the other side, the small-scale parties which intend to cover in a single region or state are expecting to have chance for their political survive according to the law’s sub-Section 2 of Section 12 (a).

Those parties which will run in a single region or state as regional level, now as per the new law, will have to compete at least one constituency in the General Election although they would have to compete at least three constituencies according to the former law.

“Most provisions aren’t such different with the former one’s except some terms and sections. According to this law, such lower class having the manpower of under 100 members won’t be survive. That’s, in other words, sounded good to reduce inflation of too much political parties,” Vice-Chairman of New National Democracy Party told NP News.

“We will hold the party conference these days. We’ve found out both pros and cons in this law. Currently, I cannot say anything confirm with regard to it,” a member from the National Democratic Force told NP News.

For the National League for Democracy as per the newly enacted Political Parties Registration Act, same situation or the same scenario dating back in 2010 will be emerging.

The upcoming general election will be convened under the #Proportional_Representation (PR) system, as the Union Election Commission declared.
