According to reports from the State Administration Council (SAC), an employment management committee for former military personnel was formed on July 8, 2025.
The Deputy Prime Minister and Union Minister for Defence will serve as the Chairman of the committee, while the Union Minister for Labour will serve as the Vice Chairman (1).
According to the statement, the committee has dutifully fulfilled its responsibilities, and arrangements are being made to reinstate former public service personnel who became disabled due to enemy action (EA1, EA2, and NEA) under the same supervision as permanent military personnel, through the program of the Directorate of Reintegration under the Office of the Military Appointments General. This is to ensure they are reinstated in a manner similar to permanent military personnel (EA).
Furthermore, when permanent military personnel and public service members are discharged, they will be allowed to apply, based on their preference, whether or not they wish to be reinstated. For those who wish to be reinstated, efforts will be made to provide them with vocational training programs offered by the state and the Tatmadaw, aligned with their chosen livelihood.
In addition, the Ministry of Defence, Ministry of Border Affairs, Ministry of Agriculture, Livestock and Irrigation, Ministry of Cooperatives and Rural Development, Ministry of Industry, Ministry of Labour, Ministry of Science and Technology, and Ministry of Social Welfare, Relief and Resettlement will provide quality vocational training and issue Certificates of Recognition to permanent military and people military personnel who wish to be redeployed.
In addition, the government, private sector, and departments will recognize certificates of vocational training and provide employment, and those who hold a Tatmadaw Discharge Certificate (Tatmadaw Form-88) for permanent military personnel and a Certificate of Completion of Military Service (Form 12) for people military personnel will be given priority employment by relevant government ministries and private companies in accordance with the policy and procedures, according to the statement.
In addition, the committee will also take responsibility for issuing a Labour Card (OWIC - Overseas Worker Identification Card) to permanent military personnel and people military personnel who wish to be reassigned, coordinating with relevant departments for overseas employment, and ensuring that those who have completed their military service are reassigned to the jobs and positions they held during that period, if they were government employees, private sector employees, organizations, or companies.
