Union Minister U Ko Ko Hlaing, as the agent of Myanmar for the International Court of Justice (ICJ), has submitted its final submissions to the court on January 29, 2026 in accordance with Article 60, paragraph 2, of the Rules of Court.
Myanmar formally requests the Court to dismiss all claims brought against it by the Republic of The Gambia in the ongoing case concerning alleged violations of the Genocide Convention.
In the final submissions, Myanmar respectfully requested the Court to adjudge and declare that all allegations made by The Gambia are without legal or factual foundation.
Myanmar’s final submissions specifically call for the rejection of claims that Myanmar violated the Convention on the Prevention and Punishment of the Crime of Genocide, arguing that such allegations lack any basis in law or in fact.
Myanmar agent further requested the Court to dismiss The Gambia’s claims that it failed to comply with the ICJ’s Order indicating provisional measures issued on 23 January 2020. According to Myanmar, Gambia’s assertions of non-compliance are unfounded and unsupported by evidence.
In addition, U Ko Ko Hlaing urged the Court to reject all remedies sought by The Gambia, along with any other related requests included in its submissions, maintaining that none meet the required legal or factual standards.
