Myanmar to use mixed-electoral system for Amyotha Hluttaw, Region/State Hluttaw combining PR and FPTP

The sixth amendment to the Election Laws of Amyotha Hluttaw and Region/State Hluttaw has been enacted, which will jointly apply the proportional representation (PR) system and the first past the post (FPTP) system.
Section 4 of the Amyotha Hluttaw Election Law has been substituted to state that, in determining the constitu­encies of the Amyotha Hluttaw, the Commission shall: (a) for regions or states without self-administered divisions or self-administered zones, the town­ships shall be grouped together to elect six Hluttaw representatives by the first-past-the-post system, (b) for regions or states with self-administered divisions or self-administered zones, the constit­uencies shall be grouped together to elect six Hluttaw representatives by the first-past-the-post system, (1) for each self-administered division or self-admi­nistered zone, one Hluttaw constituency shall be designated; (2) after such desi­gnation, the townships shall be grouped together to designate the remaining constituencies; (c) for each region or state, the constituencies shall be designated so that the remaining six Hluttaw representatives may be elected by the proportional representation system; (d) It has been substituted by the provision that if any area falling within a designated Hluttaw constituency for a term of the Hluttaw is designated as a Union Territory, that area shall be deemed to be included only within the originally designated Hluttaw consti­tuency.
Section 4 of the Region or State Hluttaw Election Law has been substituted to provide that, in determining the Hluttaw constituencies for each Region or State, shall: (a) designate one const­ituency per township for the purpose of electing each Hluttaw representative through the first-past-the-post system; (b) designate constituencies by grouping the townships together for the purpose of electing one Hluttaw representative through the proportional representation system for the remaining Hluttaw representatives; (c) designate the entire Region or State concerned as one constituency for each ethnic group that is entitled to elect Hluttaw represe­ntatives under subsections (b) and (c) of section 161 of the Constitution.
Subsection (a) of Section 89 of the Amyotha Hluttaw Election Law shall be replaced with the following: “If a seat of a member of the Amyotha Hluttaw becomes vacant for any reason in the Amyotha Hluttaw, a replacement shall be made in accordance with the provisions of the proportional representation system, and an election shall be held in accordance with the law for a seat of a member of the Amyotha Hluttaw elected by the first-past-the-post system.” -
