No longer licensing for goods arriving at port without pre-arrival declarations

The Department of Trade of the Ministry of Commerce will no longer allow import licensing processes and applications for a permit for the goods which have arrived at the port before submission of the relevant goods/cargo declaration data to the authorities.

Lately, many entrepreneurs and their agents apply for import licenses only after the goods have arrived at the port (into the country). Unnecessary delays and losses occurred.

The authorities announced in recent days that entrepreneurs to apply for import licenses and permits in advance to avoid needless detriments. Cargo loading has to be done only after the import/export licenses have been granted. The authorities won’t accept applications for licenses for the goods which arrived at the port before licensing, starting on April 20.

Actions will be taken as per the Export and Import Law if the authorities found goods have arrived at the port before obtaining the import/export license and permit.

Previously, the Ministry of Commerce allowed cargo loading and shipments before export/import licenses are granted for enabling faster logistics processing. Pre-arriving goods before licensing were allowed to submit application for relevant import/export licenses on the day arriving at the Yangon port or airport as the last date.

The ministry has declared a similar announcement in 2015 - in which goods/cargo that has to obtain the import license shall not arrive at the port before getting the permit - as many entrepreneurs and their agents take advantage on the relaxation of regulations by the authorities for faster supply chains and logistics.

The Ministry of Planning and Finance amended the announcement later - ‘for the goods that have to obtain import license, expect from the cargo which has to be stored at the customs warehouse, the remaining cargo shall not arrive at the port before getting the permit’.

‘For the goods that are not purposed to store at the customs warehouse and directly imported into the country, the company shall be taken action as per the Export and Import Law if the goods/cargo arrived at the port without import license is granted.’
