It has been found that the international electoral organizations were primarily involved in influencing the former Union Election Commission and the National League for Democracy ruling government to set up the Military polling booths outside the military bases #2020_Election.

The International Foundation for Electoral Systems (#IFES) and the International Institute for Democracy and Electoral Assistance (#IDEA) proposed former UEC to move the polling booths for Tatmadawmen and their families off the military bases in the previous 2020 Election. The former UEC executed it, according to the findings investigated by the current Union Election Commission (UEC).

The UEC recently published “Investigations and Findings on 2020 Electoral Frauds and Unlawful Acts”.

Leaders of the Myanmar military, at that time, agreed to follow the amendments made by the former UEC (locally called U Hla Thein Commission), with regard to the Tatmadaw polling booths, in order to avoid being blamed or resentments that would be arisen by the NLD Government if the Military refused to agree; and, at least, to avoid the wrong view that the public would judge.

As a matter of fact, detailed information on the military base’s positions, active soldiers, auxiliary troops and other military facts and figures must not be disclosed.

As per the former UEC demand, the IFES and the IDEA issued research in January 2019, having 353 recommended facts, for amending the electoral laws and bylaws.

The former UEC issued Order No. 55/2019, 56/2019 and 57/2019 and amended the bylaw prescriptions related to the military on October 3, 2019.

The amendments were followed as per commanded by the recommendation of the IFES and IDEA’s No. 177, 178 and 179.

Last but not least, former President Win Myint also instructed the former UEC to amend the electoral laws and bylaws, especially those related to the Tatmadaw.
