The talks between the Tatmadaw and the Ta’ang National Liberation Army, mediated by Chinese authorities in Yunnan Province in recent days, have ended without any results.
The talks were held at the Haigeng Garden Hotel in Kunming, Yunnan Province, China on February 16 and 17. The delegations were led by Lieutenant General Ko Ko Oo from the Tatmadaw and Lieutenant General Tarr Jode Jarr from the TNLA.
During the talks, both sides exchanged demands, but the meeting concluded on the evening of February 17 due to difficulties in reaching a consensus.
Regarding the meeting, the Tatmadaw has not yet released any statement. However, the TNLA, in their statement, demanded Tatmadaw to halt at current positions and called for a ceasefire. In their demands to halt to the military activities by Tatmadaw, it includes offensive operations, drone strikes, heavy artillery fire, and aerial bombing.
Furthermore, it is also known that the TNLA has claimed that their seized territories should be recognized as the Palaung Autonomous Region. Currently, Namhsan, Manton, Namkham, Kutkai, Namtu, Mongnawng, Monglon, Kyaukme, Nawnghkio, Mogkok, Momeik, and Hsipaw townships are under the TNLA control.
However, according to the 2008 Constitution, Namhsan and Manton townships are already designated as part of the Palaung Self-Administered Zone.
Additionally, the Constitution stipulates that the State Administration Council, which was formed under the State of Emergency, does not have the authority to designate such self-administered zones by its own decision. What is more, the territories which are confiscated illegally by the insurgent groups and located within territory of the Republic of the Union of Myanmar cannot be allowed or considered as the autonomous or self-administered areas. The related procedures have to be approved by the Hluttaws. –
