MNDAA imposes divide-and-rules administration by collecting household lists in territory

The Kokang insurgents MNDAA is about to exercise divide-and-rule administration within the territory that they control for the time being by collecting household lists.
It is the scheme to discriminate among Laukkai locals, migrants, and permanent residents by the MNDAA. At present, the MNDAA has commenced the project of collecting household populations in Laukkai Township, Kokang District, Hsenwi District, Kutkai District, and Mongko District on 22 June. The process will reportedly continue until 31 December.
The MNDAA schedules to take records of every individual in collecting the household lists announcing that those who temporarily stay within the territory, visitors, and travelers shall follow the immigration rules and regulations that they will formulate soon within Special Zone 1.
According to the MNDAA’s statement, those who have been living within the territory for more than 20 years will be considered locals and they will be issued local registration cards. Those who have been living within the territory for 14 years and above continuously will be granted permanent residency if they apply for that status.
People who own immovable property such as land and houses in the Special Zone 1 with a value of 500,000 RMB or more; scholars and intellectuals participating in the construction works of the region by their own will; people who have completed three or more years of military service or working as an administrative committee employee for the MNDAA; people who have been recognized as refugees by their territories; businessmen and families who have invested RMB 500,000 or more and have lived in the area for eight or more years can be registered as permanent residents if three reliable witnesses testify after verifying their information, the MNDAA stated.
Those who came from other regions or states for business purposes or to visit relatives must make a temporary residence permit for more than 15 days. The MNDAA specifies that residents must pay taxes and serve in the military.
Those who were injured in the battle or who received the title of honor; business with an amount of 500,000 RMB, including those who meet the 500,000 RMB threshold; who voluntarily purchase property belonging to the special region; those who have contributed enormously to the construction of the special region are allowed to relax the time limitation, the statement said.
The MNDAA also imposes to use of only the Chinese Yuan within the region.
“It is true that they are collecting household lists. They collected them at the No.1 ward yesterday. They haven’t collected them here yet. Currently, it is not a good time to start a business or work. There are only a few people. Describing about security, they don’t harm us. It can be said that we are still safe here. But we can’t do any business without labor,” a Laukkai resident told NP News.
The MNDAA has also notified that action will be taken upon lack of cooperation or presenting fake information in the process of collecting household lists.
