Amnesty Orders dismiss 5,580 cases, release 3,085 prisoners under Section 505-A

The National Defense and Security Council announced on November 26, at 8:00 pm, through Orders Nos. 10/2025, 11/2025, and 12/2025, that the cases of 5,580 people charged under Section 505-A of the Penal Code have been closed and 3,085 people convicted under this section have been granted amnesty.
This announcement stated that, in order to successfully implement the multi-party democratic system desired by the entire population, efforts are being prioritized with the cooperation of the public, aiming to effectively implement these goals. In order to ensure that all eligible voters do not lose their right to vote in the upcoming multi-party democratic general election and they can cast their votes freely and fairly, 724 prisoners convicted under Section 505-A of the Penal Code and serving sentences in various prisons or detention centers have been granted amnesty under Section 401, Sub-section (1) of the Penal Code, with the stipulation that “if they commit another crime, they will have to serve the remaining sentences in addition to the new sentence.” 2,361 prisoners convicted under Section 505-A of the Penal Code and serving their sentences in various prisons or detention centers have been granted remission of the remaining sentences under Section 401, Sub-section (1) of the Penal Code.
In addition, Order No. 12/2025 has been issued under Article 427 of the Constitution to close the pending cases of 5,580 individuals accused under Section 505-A of the Penal Code and Section 512 of the Criminal Procedure Code for fleeing from the crime and to release them from the case.
Among those released was U Kyi Toe, former NLD Central Information Officer, who had been imprisoned under Section 505-A at Insein Prison in Yangon. A total of 192 prisoners from Insein Prison were also released on November 27.
“A total of 192 people were released, including 78 women. They were transported by two buses for male prisoners and three buses for female prisoners,” a source familiar with the situation told the Statesman.
NLD Central Information Officer U Kyi Toe was arrested on the evening of March 18, 2021, and some journalists have now been released, according to sources close to the situation.
